巴拉圭电力由国家电力公司（ANDE）实行垂直一体化管理。电力出口、发电、输变电、配电、售电均为垄断经营。根据法律规定，该国电力出口部门允许独立发电商参与。巴拉圭电网已通过伊泰普电站和亚西雷塔电站与邻国巴西、阿根廷实现互通。

Paraguay’s electricity is vertically integrated by the National Electricity Company (ANDE). Electricity export, power generation, power transmission and transformation, power distribution, and power sales are all monopolistic operations. The company will build the project through open bidding, with the national power company and independent power producers sharing the risk. Paraguay’s power grid has achieved interconnection with neighboring countries Brazil and Argentina through Itaipu Power Station and Yasireta Power Station.

As can be seen from the data, almost all of Paraguay’s electricity supply comes from hydropower (99.46%). In addition, Paraguay is a significant net exporter of electricity, which helps reduce its neighboring countries’ carbon emissions.
